Councils: Commissioners need to be the very last resort

One of the big benefits of local government reorganisation for central government must be that there will be fewer authorities to go wrong. 

Back in the days when section 114 notices were a rarity – before they were swept under a carpet of exceptional financial support, hidden away like a grubby little underfunded secret – sending in government commissioners was a last resort.
