At least 40 councils are waiting to discover if they need to repay money to housebuilders as more developers appeal against Community Infrastructure Levy (CIL) bills.
Since the start of the year, Wealden DC has had three builders win on appeal after the Valuation Office Agency (VOA) ruled the council calculated CIL wrongly for developments involving a total of about 150 homes.
