Councils facing boundary changes as part of local government reorganisation are seeking legal advice to clarify what proposals they can put forward. 

Under existing legislation, proposals put forward must be based on existing council boundaries, with the option to ask to request a principal area boundary review or ask the secretary of state to modify the proposals to shift boundaries.
