Council leaders have urged ministers to tackle the spiralling cost of scrap-metal theft and take forward legislation against the crime in this parliament, in the form of a private member's bill.

The call follows the theft of a plaque in Warrington dedicated to two children killed by an IRA bomb attack in 1993, and the discovery of a stash of memorial plaques and statues in a yard in London last week.
