Moribund high street economies could be revitalised if local authorities use new powers to foster innovative community businesses, a report has claimed.

According to a report issued by Social Enterprise UK, 3Space and Meanwhile Space, greater local control of business rates could offer a partial answer to the long-term decline faced by many shopping areas.
