Councils have secured access to billions of pounds in EU structural funds for the next seven years, allaying concerns the money would be controlled by Whitehall and not diverted to local communities.

EU plans for allocating the European Regional Development Fund (ERDF) and European Social Fund (ESF) between 2014 and 2020 will be agreed between members of the European Parliament (MEPs), local authorities and the Government.
