Councils win more freedom over borrowing procedures

The coalition has agreed changes to the local government capital finance system, putting councils' ability to ‘securitise' assets on the same footing as conventional borrowing.

In effect, whenever town halls now choose to receive lump-sum payments in exchange for the disposal of future revenues, such measures will be considered credit arrangements.
