BT and fellow IT contractor CSC are in the running for a £300m strategic partnership deal with Cornwall Council, which could create up to 500 new jobs.
The county's cabinet voted in favour last week of issuing formal invitations to the two firms to bid for a contract to deliver a range of support and back-office services.
