Crime challenge Scottish council leaders have hit back at claims they are not pulling their weight over youth crime. COSLA’s spokesman Cllr Eric Jackson said: ‘Scottish local authorities are working hard to help young people in need, and stop them offending.’ It follows the publication of figures showing the number of persistent offenders has risen and comments from justice minister Cathy Jamieson that ‘too many areas are still not delivering the necessary improvements’.
