The civil service must improve its co-ordination of cross-departmental policy if it is to remain ‘fit for purpose' in the 21st century, a leading Whitehall union has claimed.
Prospect's warning follows growing criticism of Whitehall's failure to fully implement cross-cutting policy plans, such as community budgets, as swiftly or comprehensively as intended.
