Lack of managerial leadership and political will is holding back the single-pot Total Place programme, according to a new report into future capital funding for the public sector. In its study Capital futures, the Centre for Public Service Partnerships warns that joint working continues to be hamstrung by cultural obstacles. Author and ex-Number 10 adviser Robert Hill warns: ‘There is a lack of political will and local leadership. ‘Too often chief executives and directors shelter behind [Whitehall] departmental rules as an excuse for not working more collaboratively to establish a single capital plan for their area. ‘Lying behind the political and technical barriers is a more fundamental constraint on collaborative capital planning – namely cultural resistance.'
