Former Westminster City Council leader Dame Shirley Porter has died at the age of 95.

Elected as a councillor to the London authority in 1974, Dame Shirley became leader in 1983 and implemented a Thatcherite agenda that led Westminster to being hailed a Tory ‘flagship' council with one of the lowest community charge (‘poll tax') rates in the country.
