Beleaguered Surrey CC has been slated in a final report from the outgoing interim chief executive Michael Frater.

The one-star council is accused of being over bureaucratic, bullying and lacking in vision in the handover report to new chief executive, David McNulty, and new leader, Dr Andrew Povey.

Mr Frater denied the problems of the council were down to the negative reviews of inspectors Ofsted and CSCI, but they were endemic across the whole council, due to a failure of leadership. He described a culture of blame and bullying and a ‘lack of vision and strategy'. However, Mr Frater suggested the new chief executive and leader, together with a fresh senior management team, heralded a new start for the council.

Dr Povey said he and Mr McNulty ‘share a determination to make Surrey a leading-edge organisation'. The council has already outlined a new strategy for the future.
