Deferring maintenance is a decision, not a saving

A roof does not know it has been pushed into next year's capital programme. It simply gets another year older. The same is true of a lift becoming unreliable, a boiler limping through another winter, or a community building that has already been patched more than once.

That is not an argument for replacing everything early. local authorities have to make choices, and sometimes another repair really is the sensible option. Spending public money simply because a component has reached an expected age can be just as poor a decision as leaving a failing asset untouched.
