A former Labour communities secretary has hit out at the Government's failure to include civil service reform in its devolution plans.

John Denham, secretary of state for communities and local government in Gordon Brown's government, said Sir Keir Starmer's administration was ‘retaining the Whitehall status quo' and its devolution White Paper promised ‘little radical change'.
