Commissioner-led intervention is ‘problematic' and a ‘denial of local democracy', the chief executive of Liverpool City Council has claimed.

Andrew Lewis' comments came as children and families minister Josh MacAlister lifted the improvement notice on Liverpool's children's services following a good Ofsted rating – the final formal government notice on the council.
