Designing the new council together

Members and the community must play their roles in shaping the future as councils go through local government reorganisation, say Nick Kilby and Charlotte Platten.

Local Government Reorganisation (LGR) is not a management exercise. It is the creation of new civic structures designed to serve communities for decades to come. This process cannot simply merge what already exists; it must be rooted in ambition, transformation and a clear sense of purpose.

The day-to-day workload of creating new councils will fall largely on officers. Having seen one new council come to life and supported another through the transition, we know the scale of this task is significant. It demands dynamic leadership, sustained pace and the ability to deliver change across every service while maintaining business as usual.
