Where devolution goes in government matters

Last week’s Local Government Association conference was something of a waiting game – waiting for local government reorganisation, waiting for the new Prime Minister and even waiting to see if Count Binface wins the Clacton by-election.

As Andy Burnham plans his premiership, much of the attention has focused on who he installs as chancellor. While the big offices of state will be crucial to the success or failure of the next PM, it is not all that counts.

Successive PMs have come into office on a promise of devolution, of turning around the economy and improving the quality of life for large swathes of the country. Yet here we are.
