The move to devolve financial control to councils and the end of ring-fenced revenue grants could seriously impact on early intervention services, Action for Children has warned.

In the Comprehensive Spending Review, the Government announced £200m would be made available to councils from 2011 to accelerate reforms of local services, including a single, non-ring-fenced early intervention grant worth £2bn by 2014-15.
