Devon and Torbay: short on time but long on ambition

It may be the newest devolution deal, but Devon and Torbay County Combined Authority’s future is already in doubt. Heather Jameson spoke to the key players to look at what it hopes to achieve.

As large swathes of local government contemplate their devolved future, Devon and Torbay Combined County Authority (DTCCA) has been up and running since February.

But while it may have had a head start – it has a corporate plan, a growth plan and a core team in place – its days are already numbered.
