Digital thinking must drive reorganisation

Geoff Connell says digital, data and technology are critical to the effective design of new unitaries and cannot be pieced together as an afterthought.

During my 30-plus years in the local government digital, data and technology (DDaT) profession, I've seen plenty of restructures. However, this reorganisation is the biggest change yet and has by far the greatest potential to transform and modernise local government's tech and data enabled efficiency and effectiveness.

Like many I believe the move from two-tier to unitary local government is a positive change. That's both from a resident perspective where it simplifies responsibility for delivery of services and organisationally as councils can benefit from greater economies of scale, reduce duplicated activities, gain greater data insights through simplified data sharing and increase access to specialist skills (such as cyber and AI).
