Many district councils will see a cash cut

On average district councils face real terms funding reductions at a time of rising demand, and a long-term solution is still needed on flood protection, says James Hood.

The final finance settlement came at the end of a long and winding road on funding reform. 

It had threatened to have a nasty sting in the tail with the prospect of unprecedented funding cuts for many District Council Network (DCN)  member councils between the provisional and final settlement. A seemingly technical change to an assumption about business rates pooling income has a big real-world impact.
