Just five district council chief executives have made the move to a unitary or county council since 2020, research has revealed as ministers push ahead with local government reorganisation.

Analysis by recruitment firm Penna – shared exclusively with The MJ – found only five (4%) of the 120 upper-tier appointments over the last five years have been chief executives of district councils.
