District councils have appealed to ministers not to leave them out of planning decisions once fresh powers are handed to regional mayors.
Planning is one of the areas expected to be passed to mayoral strategic authorities under the English Devolution and Community Empowerment Bill, with key decisions likely to be made under mayoral development orders.
