Transforming localism from central government concept to local government action is no mean feat. In fact, with budget cuts and uncertainty over funding, it's a trick that the keenest magician would struggle with. In Torridge, we're developing our warm-up act with our audience as we build anticipation of the moment when we pull the proverbial rabbit from the hat and further empower communities, giving local people an even bigger say on how, where and when we spend their money. District leaders are taking traditional town hall meetings on tour, as they prepare tricks to rival [top magician] David Copperfield – from turning jeers to cheers, making bureaucracy disappear, and maybe even sawing a budget in half. By reaching in to the remotest parishes, leaders are taking lively debates on community issues right to the heart of local villages and towns. Low-cost localism with no illusions of grandeur. Like all the best tricks, there's more to it than meets the eye. Torridge covers 380 square miles, and councillors representing rural wards are acutely aware of the very real and diverse needs and isolation which lurk beneath the surface of Devon's postcard idyll. Providing residents, businesses and community organisations across the district with equal opportunities to have a say – from those who feel their concerns are seldom sought or heard to those enthusiastic about playing their part – improves the whole show's ratings. No sleight of hand required – just a stand-up gig with lively audience participation. A recent full council meeting in Holsworthy saw the public asking questions and raising a variety of topics, with media penning reviews, as politicians responded. Local residents offered thanks for work on disabled facilities grants, while concerns over planning, parking, bins, dogs and bogs were highlighted. Councillors heard impassioned pleas about things which really affect the customers' way of life, and as speakers contended with youth noise outside, the local police sergeant exited stage left and, as if by magic, the disturbance vanished as the council-police partnership on combating anti-social behaviour materialised. Torridge prides itself on involving and engaging its communities on local, regional and national issues. Politicians didn't need a magic wand to see that if a topic provokes a response at committee meetings, it's worth sharing and getting feedback from those who will be most affected by proposals. There should be no Magic Circle when it comes to putting customers and communities first.
