How do you really evaluate the productivity of your council? There have been many attempts to do this in both public and private sector contexts, from basic time-and-motion studies to highly-complex stuff I can't understand.

In the current economic climate, it is critical that political and managerial leaders have a clear understanding of where, precisely in the organisation, there is inefficiency, and where levels of productivity are not as high as they should be.
