A mere 23% of English district councils are actively developing the green economy, according to an analysis of at least 300 economic development plans.
The Government has identified the environmental goods and services (EGS) sector embracing suppliers to renewable energy and low carbon industries as one with strong economic growth potential, worth £112bn and supporting 910,000 jobs annually.
