‘Did we learn anything new?' a colleague asked after Steve Reed's keynote speech at the Local Government Association (LGA) conference in Bournemouth.

Talking to others afterwards, the popular consensus was that it had sounded like a pitch to keep the ministerial brief under the anticipated change of Prime Minister.
