Sector dismisses meagre government funding as consultants cash in on reorganisation

Funding from Whitehall to support reorganisation bids has been dismissed as a ‘drop in the ocean' and its delay blamed for encouraging spending on consultants.

Ministers last week revealed how much each of England's 21 two-tier areas will receive from the £7.6m funding pot.
