East Cambridgeshire DC is bidding to pilot greater devolution without reorganisation as rumours strengthen about some council structures remaining intact until after a General Election.
The council wants to test how more responsibility for local services and decisions could be transferred to district authorities without local government reorganisation (LGR) creating unitaries across the country.
