Research by the Local Government Association and SOLACE following last autumn's Spending Review exposed a wide gulf in confidence between council leaders and chief executives, as the sector entered a period of unprecedented cuts.
The unpublished survey, obtained by The MJ, revealed a significant difference of opinion over local authority prospects between optimistic leaders and more pessimistic chief executives.
