Judging by the number of initiatives outlined by the Cabinet Office on Gordon Brown's Frontline First: Smarter government paper on Monday this week, and later in the PBR Whitehall, is a veritable hive of efficiency activity. It is as if every mandarin has scoured the bottom drawer of their filing cupboard marked ‘savings' and thrown in every initiative kept back for an emergency.
