The Government failed to consult the Electoral Commission watchdog before it announced the cancellation of unitary council elections due to be held in May, it has emerged.

The Government failed to consult the Electoral Commission watchdog before it announced the cancellation of unitary council elections due to be held in May, it has emerged.

Ministers said last month they were reviewing large parts of their local government reorganisation programme amid legal challenges.
