There is change at the top in Harrow and Guildford. Harrow Council is to have a new chief executive in the form of Michael Lockwood. The 47-year-old is currently chief executive of Elmbridge DC in Surrey, where he has been since 1992. He started at the council as head of audit and business efficiency, and became director of finance and corporate services before taking on the position of chief executive in 1999. The married father-of-two said: ‘I am delighted and honoured to have been offered the job, and look forward to taking up my new position. ‘Harrow Council enjoys a strong and positive reputation for the quality of its services, leadership and staff. However, rightly, it also holds strong ambitions to continue improving through a time of change and challenge. That means there is much more to be achieved.' Mr Lockwood is expected to take over from acting chief executive, Jill Rothwell, in spring, subject to council approval. Guildford BC has also appointed a new chief executive – David Hill. Mr Hill will join the council in April, taking over from David Williams, who is leaving to become chief executive of Portsmouth City Council.He said: ‘It is a privilege to have been offered this role, and I'm looking forward to working with staff and councillors in continuing to build on the council's excellent performance. ‘I am very proud of all we have achieved in South Oxfordshire, but the opportunity to work at Guildford BC is one of the best in local government, and I am delighted to be joining the council.' The 41-year-old father-of-three is currently strategic director at South Oxfordshire DC.
