Greg Clark, the cities minister, this week urged Greater Manchester to embrace elected mayors.

The city-region's growth plan was formally launched in Parliament on 12 March, and while the area has successfully forged ahead with joint working on a wide-range of public services – through a combined authority – there has been disagreement over the potential for elected mayors across neighbouring authorities.
