The Government has published plans to give more strategic powers to Ken Livingstone and the London Assembly. The Greater London Authority Bill would give the London mayor the power to determine planning decisions of strategic importance to the capital, and amend local development schemes at borough level. Mr Livingstone will also be given a new lead roles in the environment, health and culture. ‘The enhanced powers proposed in this Bill are good news for London,' said local government minister, Yvette Cooper.
