As councils embark on local government reform, Colin Foster presents a matrix to support better outcomes for children’s services and he sets out the ‘dos and don’ts’ of delivering improvement

Children's services are not an island, they are part of the local government family. Local government reform (LGR) offers many opportunities to bring together public services in one unitary authority.

I have been undertaking research with the University of Northampton, looking at approaches to improve and maintain effective children's services. The potential for what can be created in one unitary authority, especially in children's services, is worth the effort.
