Essex CC's leader has admitted the county's councils may fail to agree on a single reorganisation proposal.

Ten of the county's districts are pushing for a five unitary model, but Kevin Bentley told The MJ he was personally ‘in the three ballpark area', arguing fewer councils would achieve better value and the ‘pay back would be quicker'.
