Mayors and council leaders from across Europe have hit out at cumbersome EU procurement rules which, they say, are putting an strain on cash-strapped public services.
At a Brussels plenary session of the Committee of the Regions – which represents local and regional authorities in the member states – last week, EU competition commissioner, Joaquin Almunia, faced tough questioning from committee members calling for the rules governing public contracts to be simplified.
