European election turnouts could the lowest ever this year unless local politicians take emergency measures to get voters to the ballot box, Brussels has warned. Margot Wallstrom,European Commission vice-president told the Committee of the Regions: ‘You are best placed to do the job. You know the local audience. ‘You know what citizens are concerned about, and you can explain to them without any EU jargon why Europe matters.' Voter turnout in European elections has declined from 62% in 1979 to 47% in 2004.
