Let's be honest, we've all got a tale to tell about those elements of local government which remain, shall we say, ‘a little undynamic'.

That overly-long telephone delay while an officer tries to locate his mysteriously-absent colleague dealing with your council tax inquiry. The long queue at the housing office caused by that inexplicable staff ‘group lunch'. And, yes, those few remaining council jobsworths who refuse to process a wedding licence because you haven't brought along the required 42 forms of ID.
