Councils under Government intervention have shelled out more than £1.6m on staff and consultants to support their commissioners and envoys, The MJ can reveal.

Research last year found councils had been forced to shell out £9.5m paying for commissioners, envoys and improvement and assurance panels across 10 council interventions over the last four years.
