Next week's Budget should be used to fund further waves of devolution and to create a commission on expanding local government's revenue base, a finance expert has urged.

Writing in The MJ this week, former chief executive of the Chartered Institute of Public Finance and Accountancy, Rob Whiteman, said chancellor Rachel Reeves should ‘signal phased change' to the sector in the Budget by providing short-term funding to tackle reliance on exceptional financial support and in-year special educational needs and disabilities deficits.
