Council chiefs have been lobbying the Government to relax the requirements around special severance payments when they publish guidance on reorganisation staffing issues, The MJ understands.

Draft non-statutory guidance for local authorities across England, which is expected to be finalised shortly, implores predecessor and shadow councils to ‘refer to the statutory guidance on the making and disclosure of special severance payments', which requires payments of £100,000 and above to be approved by a vote of full council.
