A national care service (NCS) ‘will be an illusion built on local strain' if councils are not made an equal partner in designing the system, the chair of the independent commission into adult social care has said.

Writing exclusively for The MJ this week, Baroness Louise Casey said local government could not remain an afterthought ‘if we are serious about building a national care service with the clarity and national legitimacy the NHS enjoys'.
