Councils facing the axe are moving to sign high-value long-term contracts before ministers sign the legal orders paving the way for local government reorganisation, The MJ can reveal.

Local government minister Alison McGovern last week signed the structural change order (SCO) for reorganisation to take place in Surrey, with orders for Essex, Sussex, Norfolk, Suffolk and Hampshire expected to be laid and passed later this year.
