Essex CC has stepped back from a legal challenge to the Government's reorganisation plans but called for the process to consider ‘countywide arrangements'.
In a letter to Essex council counterparts, county leader Kevin Bentley said: ‘As a Cabinet we have always acknowledged the strengths of the five unitary proposal in terms of proximity to residents and place based leadership.
