Most second home owners who face double council tax are paying up rather than selling or converting their properties to holiday lets, according to council leaders in areas with large numbers of tourists.

A study last month suggested second home owners had been switching the status of their properties, with the number of holiday lets qualifying for 100% business rates relief up by 4.4% in England and Wales.
