Coalition plans to bypass local authorities through decentralised health, education and police reforms will undermine Britain's political accountability and councils' relevance, Labour leader, Ed Miliband, has warned.

In an interview with The MJ, Mr Miliband argued that rather than circumvent elected local authorities with devolved policies such as GP commissioning and parent-led free schools, Whitehall should instead consider empowering them.
