An opposition leader has claimed he refused to sign a non-disclosure agreement (NDA) in order to be told the facts behind a £10m payment to waste firm Biffa.
While Leicester City Council denies any member was asked to sign an NDA the authority's overview select committee is understood to have discussed the payout at a meeting behind-closed-doors earlier this month.
